The Council of Ministers has approved the 'Hon'ble Chief Minister's Dispensate / Destitute Cowshed Participation Scheme' for handing over the destitute / destitute govans to willing farmers / herders / other persons.

It is known that Uttar Pradesh is the largest state in the country in terms of livestock population, where according to the 2012 cattle census, there are 205.66 lakh cows. Apart from this, there are estimated to be 10 to 12 lakh destitute / destitute cows in the state. The department is setting up and operating a permanent / temporary census shelter site, large cow protection center / bovine wildlife sanctuary (in Bundelkhand region) / animal shelter house for the conservation and maintenance of destitute and destitute cows. .


Apart from this, 523 registered cowsheds are being provided by the state government as a basis for 70 percent of the total protected bovine population for Rs. 30 per cows for 365 days. Protected in permanent / temporary cow shelter sites, there is an inconvenience in their maintenance due to the high number of destitute cows that are protected in various types of cow shelters established and operated by the district administration at present and in future. Delivered destitute / destitute cows to the willing farmers / herders / other persons by established process Rte the mass participation hike plan has been decided to apply.

For the implementation of this scheme, in the first phase, 01 lakh cows are proposed to be handed over, on which the estimated expenditure will be 1 billion 9 crore 50 lakh.

The District Magistrate will mark such willing farmers / herders / other persons in the district who are ready to raise the destitute cows. The amount will be transferred to the bank account of the concerned farmer / herdman / other person every month by the District Magistrate at the rate of Rs. 30 per cow / day by the District Magistrate to the willing farmers / cattle rearers / other persons. The destitute / destitute bovine (in which the year tag will be mandatory) will be handed over to the willing farmers / herders / other persons through temporary / permanent centers established and operated by the government / district administration.


Documentation related to the cow progeny handed over from the temporary / permanent centers operated by the government will be done by the concerned District Magistrate through the local committee (ie, Gram Panchayat, Development Block, Tehsil, District level) and the local committee will be related to the progress of the Block Development Officer / The Deputy Collector will be informed in time. The marked farmer / herdman / other person will not sell the handed over bovine in any case, nor leave the holiday.


Funding for the conservation / maintenance of destitute / destitute cows to aspiring farmers / herders / other persons will increase social participation and will reduce the number of destitute / destitute cows and help in making the farmers / livestock cultivators financially self-reliant. . This scheme will be helpful in solving the problem of destitute / destitute cows. There is also a possibility of providing employment to the general public.
